The Department of Health is asking for views on the allocation of three social care grants from 1 April 2011.
The Government's intention is to create an NHS which is much more responsive to patients, and achieves better outcomes, with increased autonomy and clear accountability at every level. Responsibility for commissioning most healthcare services will be given to groups of GP practices, so they can shape services for their patients and decide how best to use NHS resources. As part of the public consultation on specific aspects of the White Paper, the Department of Health is inviting views on how best to implement the changes to commissioning.
This document is part of a public consultation on implementation of proposals in the White Paper and supporting papers. It further outlines proposals on foundation trusts and the establishment of Monitor as an independent economic regulator for health and adult social care. It seeks views on specific consultation questions
The Government's White Paper, Equality and excellence: liberating the NHS, set out how the Secretary of State for Health will hold the NHS Commissioning Board to account for delivering better health outcomes through a national NHS Outcomes Framework. We are now launching a full consultation and engagement process on how we should develop the NHS Outcomes Framework.
This consultation builds on the proposals in the White Paper to increase local democratic legitimacy in health. This will be achieved through local authorities: i) being given a stronger role in supporting patient choice and ensuring effective local voice ii) taking on local public health improvement functions, and iii) promoting more effective NHS, social care and public health commissioning arrangements.

Gypsies and Travellers have significantly poorer health outcomes than the white population and a higher prevalence of outcomes such as cough than other ethnic minority groups according to this study.
Over the last three decades the black and minority ethnic (BME) elderly population has progressively increased; this study is the first in over ten years to compare suicide rates among elderly migrants with those in their country of origin.
Caribbean people in the UK are increasingly being affected by HIV/AIDS, this study investigates the coping strategies of HIV positive Caribbean people.
One of the key messages of this better health briefing by the Race Equality Foundation is that disproportionate experiences of bullying and harassment have been reported by minority ethnic staff in the NHS.
Black-Caribbean patients have the most positive attitude to colorectal cancer screening according to this study whilst patients from an Indian background have the most negative attitude amongst ethnic groups, as a result this study recommends, "culturally relevant screening strategies should aim to increase knowledge of the symptoms and signs related to bowel cancer among south Asian ethnic groups" in the UK.
